The mayor told reporters Wednesday morning at his South First Street tire business that he felt he needed to take a stand in favor of the amendment after mayors in Minneapolis, St. Paul and Rochester this week declared they opposed the amendment. ?We need a photo ID to cash a check and drive a car. Nobody makes a fuss about this,? Yanish said. ?I felt in the interest, because we are talking in the city a lot about transparency, I wanted people to know where their mayor stood in this particular issue.? Also attending the press conference were amendment supporters State Sen. Joe Gimse and State Rep. Bruce Vogel, both Willmar Republicans.?

Allegiant listed its first flight to Phoenix/Mesa Gateway Airport on Dec. 15 at a one-way cost of $89.99. The return trip would be $135.99 for a total round-trip cost of $225.98. Checked bags will cost up to $35 each and a carry-on can cost up to $25. Allegiant Air offers nonstop, all-jet service involving 79 cities and 181 routes. T-Mobile?made a stir Wednesday?when it announced new, unlimited individual data plans priced from $70 to $90 per month, including unlimited calling and texting. That sounds wonderful, but for most people in the U.S., it's also irrelevant.

That's what data on smartphone usage by research firm NPD Connected Intelligence indicates. The company has installed an app on 1,000 Android smartphones of volunteers to track how much data people consume each month. Though iPhones aren't included, analyst Eddie Hold told TechNewsDaily that iPhone usage is pretty similar and that they will begin collecting information from iPhones in the next few months.

TechNewsDaily was the first to see NPD's latest data for July. And the numbers make it hard to see why most people should fret about data caps. The overwhelming majority of customers on AT&T, Sprint, T-Mobile and Verizon don't even use 2GB per month, which is below the data caps for all but the stingiest plans from all carriers for the common two-year contracts. And virtually no one uses over 3GB. (Sprint is the one carrier that has already been offering unlimited data plans.)

T-Mobile, however, does have the most data-hungry users, according to NPD. Eleven percent of customers use more than 3GB per month, versus 4 percent for AT&T and Sprint and 3 percent for Verizon.

"T-Mobile consumers tend to be younger," said Hold. "Younger demographics are the ones we find hit the network harder by doing a little video and music streaming."

And even when customers have had unlimited data at their fingertips, as on Sprint, most didn't take advantage of it. "In general, Sprint's usage is the same as the other networks and less than T-Mobile," Hold said.

One reason people stay under their limits is that they often use their smartphones over Wi-Fi. And even if people use only the cellular network, they will probably be fine. For example, 2GB per month is enough to do all the basics, such as email, Web surfing and Facebook posting, as well as streaming music for 30 minutes per day.

PHILADELPHIA, Aug. 20, 2012 With concerns about the possible health and environmental effects of oil dispersants in the Deepwater Horizon disaster still fresh in mind, scientists today described a new dispersant made from edible ingredients that both breaks up oil slicks and keeps oil from sticking to the feathers of birds.

"Each of the ingredients in our dispersant is used in common food products like peanut butter, chocolate and whipped cream," said Lisa K. Kemp, Ph.D. She reported on the dispersant at the 244^th National Meeting & Exposition of the American Chemical Society, being held here this week.

"Other scientists are working on new oil dispersants and absorbents, but nothing that's quite like ours. It not only breaks up oil but prevents the deposition of oil on birds and other objects, like the ingredients in laundry detergent keep grease from redepositing on clothing in the rinse cycle. Birds can sit in slicks of the dispersed oil, they can dive through it and take off and flap their wings, and the oil will fall off."

Kemp's colleague, Robert Lochhead, Ph.D., developed the concept for the new dispersant, and the research team now has moved the material from concept to a prototype dispersant suitable for testing on actual oil spills. The team, which also includes Drs. Sarah Morgan, Dan Savin and Les Goff, is at the University of Southern Mississippi in Hattiesburg.

Lochhead said the new dispersant is based on scientific principles established decades ago during the development of modern laundry detergents. One ingredient, for instance, is a special polymer that sticks to the surface of oil droplets to keep them from sticking to the feathers of sea birds. Similar polymers in laundry detergents keep oil and grease removed during the wash cycle from getting back on clothing during the rinse cycle.

That feature in the new dispersant would be critical for minimizing damage to wildlife and beaches, Kemp noted. When detergents are used to remove oil that has coated fur or feathers, it defeats their natural waterproofing effect, leaving birds less buoyant and more susceptible to hypothermia. Birds can also eat the oil as they try to clean themselves, causing internal damage. By some estimates, almost 225,000 birds died in this way after being covered in oil from the 1989 Exxon Valdez spill off the coast of Alaska.

Another important advantage, Kemp noted, is the ease of quickly obtaining large amounts of ingredients, even ton quantities, for making the dispersant at reasonable cost. She envisioned agencies like the U.S. Coast Guard keeping small amounts on hand for first response, with larger quantities being quickly made as necessary.

With funding from the National Science Foundation (IIP-1127846), Kemp helped the group move from the prototype they had developed in the lab to a version that would be ready to be tested and approved for use with future oil spills. The group used a robotic device to quickly screen thousands of possible combinations until they settled on a winning formula. The team had support from large chemical manufacturers, including The Dow Chemical Company, Archer Daniels Midland Company and Croda International for ingredient selection and supply. In order to move to commercialization of this technology, it will now be necessary to seek partners and end-use customers with interest in testing the product.

Using highthroughput investigation of emulsification, combined with deposition measurements using quartz crystal microbalance and atomic force microscopy techniques and light scattering to characterize of droplet dispersion distribution, we have developed dispersants based on bilayer-forming surfactants and amphiphilic polysaccharides. Once dispersed by these systems, the dispersed oil does not wet nor spread upon hydrophobic substrates such as bird feathers.
